COSMETICS IN JAPAN

Japan is one of the world's fastest growing market for cosmetics and its regulatory requirements are very different from those in force in European countries.

One of the particularities in Japan is that it relies on 2 categories of products that can be classified as cosmetics in Europe: cosmetics and quasi-drugs.

Cosmetic products should be compliant to the Standard for Cosmetics, which is composed of several indexes that lists prohibited, restricted and authorised ingredients. It is also important to note that “Ingredients of cosmetics, including any impurities contained therein, shall not contain anything that may cause infection or that otherwise makes the use of the cosmetics a potential health hazard”, it is the responsibility of the importer to ensure the safety of the product

Compliance processes may differ depending on the category in which your product falls into. Whereas limited documentation will have to be collected for cosmetics, quasi-drugs need a pre-approval by the Pharmaceuticals and Medical Device Agency (PDMA); the process can take a minimum of 6 months but can also take much longer.
