For cosmetic products, the regulation may seem easy at first sight, as there are not many rules at a federal level compared to other markets (like the EU or UK). But some states have developed additional laws to regulate the safety of cosmetics, making regulation way more complex! 

It is the case of California, that is by far the most stringent state when it comes to cosmetics regulation.
