THE EUROPEAN COSMETICS REGULATION

The European Union is one of the largest markets for cosmetic products in the world. Its regulation is considered to be one of the most stringent and often turns out to be difficult to understand for non-EU indie brands.

Foreign applicants must validate a comprehensive pre-market compliance process in order to be “import-ready” and before being granted entry in Europe via the notification in the CPNP (Cosmetic Products Notification Portal). Having a Product Information File (PIF), including a positive toxicological safety assessment (CPSR), is fundamental. This implies that the ingredients and labels have been thoroughly checked and that the products have passed final product safety and efficacy testing.

Particularly for foreign brands, another key point should not be neglected : in order to be compliant, the appointment of a Responsible Person based in Europe is mandatory.

The Cosmetics regulation 1223/2009 is updated approximately every 3 months. Thus, it is essential to regularly check the compliance of your formulas and labels.
