Candles in Europe are not submitted to a specific regulation such as Cosmetics or Medical Devices. The general obligations are given in the Directive of the General Safety of Products and national specificities are to be taken into account depending on the country of distribution.
However, as the formulation of these products is considered to be a mixture, the CLP regulation applies and candles must have a PCN notification.
